Not much to tell about the Capital exposure meter except one type looks very much alike the Samoca meter. The meter and the manual states made in Japan and that's about everything. Probably made by one manufacturer and sold under different names as a branded exposure meter.

Capital Meter model D1 Capital Exposure & Flash Meter EF-1
The Capital EF-1 Meter is designed to measure flash or ambient light either in the incident or reflected light mode. The meter can make quick and accurate light measurements under most photographic situations, offering a wide measuring range of EV 1 - EV 19.9 The LED digital display will indicate the proper exposure value while turning the switch button on. The Capital Model SP-I and SP-II Spot meters are professional exposure meters which measure an extremely narrow angle of illumination. With 1 spot, the Spot meters deliver a perfect reading, enabling you to measure the key areas of the subject you are photographing. The meter's viewfinder contains a small circular mark, allowing you to pinpoint the exact area where a light reading is desired. This is extremely valuable when metering unapproachable subjects or in situations where conventional light meters tend to give inaccurate readings.
